Sorbitan Oleate.

What it does

It is mainly oil-loving (low HLB, around 4.3), so on its own it favours water-in-oil emulsions, and it is very often paired with a water-loving partner such as a polysorbate (Polysorbate 80 / Tween 80) to build stable oil-in-water creams. It also works as a wetting and dispersing agent that helps spread insoluble particles like pigments and mineral UV filters (zinc oxide, titanium dioxide) evenly.
